Keenan Rice
President

Keenan Rice is the president of MuniCap, Inc. and has worked almost exclusively in the areas of urban renewal, economic development, and growth management for the last seventeen years. Prior to founding MuniCap, Inc., Mr. Rice was the director of the Washington office of a major public finance consulting firm and a principal at one of the leading public finance consulting firms in California. Mr. Rice was also a vice president at a major real estate development firm and begin his career as a real estate development loan underwriter for an insurance company and savings and loan.

Mr. Rice graduated with honors with a degree in accounting and also received a master's degree in finance. He has been a guest lecturer at a number of universities and has been a guest speaker at numerous conferences hosted by the Government Finance Officer's Association, The Bond Buyer, the Urban Land Institute, and other professional associations.

Joshua Forster
Senior Vice President

Mr. Forster's expertise is in the areas of urban economics, public finance, public administration, tax increment financing, special district financing and special district management. Prior to joining MuniCap, Inc., Mr. Forster was an analyst with the World Bank and a budget analyst in the controller's office of the city of Bloomington, Indiana.

Mr. Forster has a Master of Public Affairs degree from Indiana University's School of Public and Environmental Affairs with a concentration in public finance, a graduate certificate from Indiana University in transition economies, a Bachelor of Arts degree, cum laude, from the University of California, Riverside, and an Associate of Arts degree, cum laude, from Eastern New Mexico University. Mr. Forster received numerous honors in his scholastic career, including being the recipient of a SPEA Research Assistant Fellowship at Indiana University, Bloomington and a Watkins' Scholarship at the University of California, Riverside.

David Saikia
Senior Vice President

Mr. Saikia's expertise is in the areas of urban economics, public administration, urban redevelopment and economic development, tax increment financing, special district financing, and economic impact studies. Prior to joining MuniCap, Inc., Mr. Saikia worked in the city manager's office of the City of Phoenix and, previously, a budget analyst for the Wisconsin Department of Transportation.


Mr. Saikia has a Master of Public Affairs degree from the University of Wisconsin La Follette School of Public Affairs and a Bachelor of Arts from Penn State University, with a major in political science and a minor in English. Mr. Saikia received a Certificate of Merit from the Wisconsin Secretary of Transportation, the Penniman Award for the outstanding research paper for his graduate school class, and was a La Follette Fellow, a recipient of a full merit fellowship to graduate school.

Faizan Habib
Senior Associate
 
Mr. Habib's expertise is in the areas of public finance, tax increment financing, urban redevelopment and economic development, and economic impact studies. Prior to joining MuniCap, Inc., Mr. Habib worked as a personal banker for Bank of America, concentrating in consumer and small business lending.
  
Mr. Habib has a Bachelor of Science degree from University of Baltimore with a major in finance. Mr. Habib was a member of finance society of University of Baltimore.

Charles Kungu
IT Manager

Mr. Kungu's expertise is in the areas of public finance, public administration, tax increment financing, special district financing, parking revenue financing, and special district administration. Prior to joining MuniCap, Inc., Mr. Kungu was a manager with Central Parking and was previously a financial analyst at two banks.


Mr. Kungu has an MBA in information systems from the University of Baltimore and a Bachelor of Science degree, summa cum laude, in business administration from Williams Baptist College. Mr. Kungu received numerous honors in his scholastic career, including being named to the conference scholar athlete team in soccer.

Abdi Yassin

Mr. Yassin's expertise is in the areas of public finance, public administration, tax increment financing and special district financing. Prior to joining MuniCap, Inc., Mr. Yassin worked for an international trading company and, previously, was an operations manager in charge of government contract management, budget administration, and capacity building for a multi-national inspection corporation.

Mr. Yassin has a Master of Science degree in Accounting and Business Advisory Services, an MBA in Management Information Systems from the University of Baltimore, Merrick School of Business, and a Bachelor of Arts, summa cum laude, with a major in accounting and a minor in management. Mr. Yassin was selected by Who's Who among American students for outstanding academic achievement and received many honors, including top graduate of the year.

 
 
Erasto Kilawe

Mr. Kilawe's expertise is in the areas of public finance, public administration, special district financing, tax increment financing, parking revenue financing, and special district administration.  Prior to joining MuniCap, Inc., Mr. Kilawe was a manager with Standard Parking Corporation, one of the largest parking companies in the country. He also worked as an instructor and staff accountant in several learning institutions.

Mr. Kilawe has a Master of Arts in economics from Morgan State University and an MBA in finance from University of Baltimore , Merrick School of Business, and a Bachelor of Arts in accounting.  Mr. Kilawe is an inductee of the Omicron Delta Epsilon, the International Honor Society for Economics.

Emily Sproull

Ms. Sproull's expertise is in the areas of public finance, tax increment financing, urban redevelopment, economic development, and economic impact studies.  Prior to joining MuniCap, Inc, Ms. Sproull was a bank manager for National City Bank concentrating in personal and small business lending. 
 
Ms. Sproull has a Bachelor of Business Administration degree from Clarion University of Pennsylvania with a double major in finance and real estate.  Ms. Sproull was a member of the Finance Society and has earned her real estate license for the Commonwealth of Pennsylvania.

 

 

Lindsay Banner  

Associate

Ms. Banner's expertise is in the areas of public finance, tax increment financing, special district financing, and economic impact studies.  Prior to joining MuniCap, Inc, Ms. Banner worked in the banking industry and for JPMorgan Chase Global Trade Services. 

Ms. Banner has a Bachelor of Business Administration degree from Clarion University of Pennsylvania with a triple major in finance, economics and international business and a minor in French.  She graduated summa cum laude from the Honor's Program at Clarion University, focusing her undergraduate thesis on microfinance, emerging stock markets and economic development.  Ms. Banner was a member of the Financial Management Association, Real Estate Association and Political Economy Club.

Molly Dearstine

Manager

Ms. Dearstine brings to MuniCap many years of experience with financial statement preparation and reporting.  She has worked in the public accounting, construction, and television network industries where she was instrumental in developing, implementing and documenting internal controls and accounting systems and streamlining operations.  She has also aided past employers in obtaining ISO9001 certification.

Ms. Dearstine has a Bachelor of Science, Business Administration degree from Bucknell University in Lewisburg, Pennsylvania where she graduated cum laude, with a major in accounting and a minor in management information systems.  She is also a CPA, certified in the Commonwealth of Pennsylvania.

Julia McDaniel  

Associate

Ms. McDaniel’s expertise is in the areas of special district and bond administration. Prior to joining MuniCap, Inc. Ms. McDaniel worked in the accounting division of a Fortune 500 international corporation and in a small business operation.

Ms. McDaniel has a Bachelor of Business Administration degree from Clarion University of Pennsylvania, where she graduated magna cum laude, with a double major in finance and accounting. She has also studied international finance and European languages at Napier University in Edinburgh, Scotland. Ms. McDaniel was a member of the Financial Management Association and the Accounting Club at Clarion University.

Thad Wilson
Vice President 

Mr. Wilson’s expertise is in the areas of public finance, tax increment financing, special district financing, and urban redevelopment. Prior to joining MuniCap, Mr. Wilson worked for a real estate developer that managed large-scale, urban, brown-field redevelopment projects. Mr. Wilson led the firm’s successful effort to close a tax increment financing bond to support a redevelopment project in Charleston, SC. Previously, Mr. Wilson worked as the CFO of firms providing infrastructure related services and products to real estate developers.

Mr. Wilson has a Masters of Business Administration from the Darden School of Business at the University of Virginia, and a Bachelor of Arts from the University of North Carolina at Chapel Hill, where he graduated Phi Beta Kappa with a dual major in economics and history. At the Darden School, Mr. Wilson earned the honor of a Class of 1972 Scholarship and a Dupont Fellowship.
