Amanda Norman Morgan Steiner
Vice President

Ms. Steiner began working for MuniCap, Inc. in June 2016. Ms. Steiner is a registered Municipal Advisor (Series 50) and has passed the Municipal Advisor Principal Qualification Examination (Series 54). Ms. Steiner’s responsibilities consist of ongoing bond administration services and project management to a number of tax increment districts, excise tax districts, special assessment districts and special tax districts. In addition, Ms. Steiner has participated in the identification and management of the refunding and the refinancing of municipal bonds while aiding both developers and municipalities with understanding and implementing the refunding or refinancing.

Ms. Steiner is also responsible for the oversight of MuniCap’s Pittsburgh, PA office. In this capacity, Ms. Steiner oversees the projects located in the Mid-West. She has assisted in the development of financial models, tax increment, excise tax and special assessment reports, financial disclosure reports and ad hoc analysis. Ms. Steiner also has experience with monitoring, analyzing and reporting sales tax data for multiple projects.

Ms. Steiner is a 2016 graduate of Clarion University. She graduated summa cum laude with a B.S.B.A. degree in finance and real estate. During her college career, Ms. Steiner received numerous honors, including Grey’s Real Estate Scholarship, Venango Endowment Scholarship, as well as earning recognition as Clarion’s Outstanding Real Estate Student in 2016. Ms. Steiner is also active in the Council of Development Finance Agencies and Beta Gamma Sigma, an internationally recognized business honor society.

Amanda Norman Monica Munsch
Senior Associate

Ms. Munsch is responsible for providing ongoing bond administration services for a number of tax increment districts, special assessment districts, and special tax districts. Services provided include, but are not limited to, annual budget preparation, financial record keeping and trustee oversight, project monitoring, parcel research, preparing continuing disclosure reports, and surveillance and reporting, including SEC required reporting obligations. In addition, Ms. Munsch provides compliance services in accordance with SEC Rule 15c2-12 and related MSRB rules, which specifically apply to municipal securities, to ensure timely continuing disclosure.

Ms. Munsch has a Bachelor of Science degree from Clarion University, where she graduated magna cum laude with majors in accounting, corporate finance, and personal finance. Ms. Munsch received several honors in her scholastic career, including Clarion’s Greek honors life in her first year of university and several merit scholarships throughout her years of study.

Prior to joining MuniCap, Ms. Munsch worked as a manager’s office assistant for Clarion’s administrative events support team.

Mr. Metcalfe is responsible for providing ongoing bond administration services for a number of tax increment districts, special assessment districts, and special tax districts. These services include but are not limited to annual budget preparation, parcel research, financial record keeping and trustee oversight, project monitoring, surveillance and reporting, including SEC required reporting obligation, and preparing annual reports for clients.

Mr. Metcalfe has a Bachelor of Science in Business Administration from Clarion University of Pennsylvania, where he graduated cum laude. Mr. Metcalfe majored in corporate finance and personal finance and minored in accounting. Mr. Metcalfe was a prominent member of the Golden Eagle Marching Band and Kappa Kappa Psi, a national honorary band fraternity. In addition, Mr. Metcalfe completed an internship at Lawrence County Social Services, where he worked in the fiscal department.  Mr. Metcalfe is a registered Municipal Advisor (Series 50).

These services include annual budget preparation, parcel research, financial record keeping and trustee oversight, project monitoring, surveillance and reporting, including SEC required reporting obligation, and preparing annual reports for clients.

Mr. Kennedy has a Bachelor of Science in Economics and Finance from Point Park University, where he graduated summa cum laude. Mr. Kennedy has a background in the engineering industry, specifically related to accounting and project management. Mr. Kennedy is a registered Municipal Advisor (Series 50).
